[Feature] Server Component Plugin for Bukkit/Paper

What is your feature request?
I see the mention in the comments on #1883 of a Paper component but I assume they are different enough that a separate Feature Request was appropriate.
Ideally this would be a standard Bukkit/Paper plugin where you drop a jar in the plugins folder and it provides the server side hooks for the client side REI mod.
Please feel free to reach out if you'd like some assistance beta testing. Personally I'm running Paper on MC 1.21.5.
