[Bug] [Plugin Capabilities] Latest version of AE2 requires a version of JEI above 10.1.4.263, yet REI PC's fake version is 9.9999

What happened?
REI PC's fake version of JEI is 9.9999, and most mods now require JEI to be over 10.x.
(1.18.2)
