[Feature] Add keybinding options for 'Next/Previous Category'

What is your feature request?
JEI has 'Next/Previous Recipe Category' keybinding options, and lacking it is the only thing preventing me from using REI.
It's not just 'JEI can do this' thing, I see it would improve the user experience when implemented.
What do you think this change is of?
