[Bug] Using mouse on the scroll bar under Information tab does not work correctly

What happened?

When there is just enough text for a scroll bar to be created, using a mouse on it does not work, only the mouse wheel or mouse pad. When trying to move the scroll bar with the mouse, the mod thinks I want to favorite the information instead.

What mod loaders are you seeing the problem on?

Tested with just REI, JEED, and The Bumblezone. The video below showcases what I mean. I believe this is an REI-specific issue.
