REI not on server... in singleplayer

I'm playing with the "All of Fabric 3" modpack and for whatever reason when I hover over the recipe fill button it says "REI not on server" which is weird since I'm playing in singleplayer. I assume it's a mod conflict but I'm not sure what it would be.
