1.16.5 - F3 + A Chunk refreshing doesn't do anything

When pressing F3 and A to refresh the chunk meshes, nothing happens, it prints a message in chat but it never actually refreshes the chunks. Certain mods that do it like Serene Seasons also don't work, the only way to refresh is changing the render distance in the pause menu.
