I started using Rubidium to replace Optifine since I couldn't get that to work with a modpack, so I tried using this, I couldn't even get passed the Red loading bar, it always stops responding at the ~10-20% mark, before the text starts to appear, is it happening to anyone else?

Could it have to do with low CPU

I'm using 1.18.2

I also have this problem, everything works fine on my pc, it also worked on a laptop with integrated graphics, but at one point it stopped loading on the laptop with the same symptom. Minecraft version 1.18.2, Rubidium version 0.5.4, Forge version 40.2.0.
