Description
Occasionally salt lakes do not generate with water in them. I used Sandwichable v1.2 BETA 5.

How To Reproduce
I notice that it happens most in biomes with a warmer climate biomes like deserts. It happens in vanilla and modded biomes. Just look for salt lakes in a dessert and they don't spawn with water in them.

Expected Behavior
All salt lakes should generate with water in them.

Salt pools are dried out in hot biomes, including modded hot biomes. It's explicitly configured to generate as a "dry" salt pool.
