As of WoodenBucket-1.7.10-0.0.3b9-universal, we could use an alternate recipe with Slimes instead of Cactus green.
Desert aren't necessarily easy to come by, so you would have enough iron already at that time.
Slime can be considered more expensive but they can be found randomly while mining/exploring.
