Mob health multipliers are broken.

Mob health multipliers are not really doing their job at the moment. The issue is that the random value added to the added health after the first pass don't consider the multiplier. Lowering the multiplier just widens the random range and leaves the cap unchanged.
Desired behavior: The multiplier should match the theoretical max health a mob can receive. Cutting the multiplier in half should cut the cap roughly in half, etc.
