What Should Be Added or Changed?

On image u can see that I have a vanilla and a other health bar from (Classic bar's mod). I remember in 1.12.2 that there was an option in game to turn that off tho might not be on your side. Would really like that to happen now as well.

Why Should This Be Done?

Since if it's like this I'm not sure if the game would end up using both bars meaning it will cover the screen for gameplay.
also the Classic bar dose not scale more that what it is for 1 health or 10k and up. So a clean and nice hud is the benefit. Hoping this can be a client side config one that can override your side and and another keeps it vanilla for those that don't like the classic bar even tho it's on a server.
