Allow difficulty xp multiplier for mobs go below 1x

The ability to change the xp dropped by mobs based on their difficulty is great but I'm trying to configure it so that lower difficulty mobs drop less xp than vanilla and then scale up from there.

I don't think this can currently be done and I think it would be a great feature to give users more control.

Alternatively if you think It can be done already I would greatly appreciate assistance.

I though you can just put 0.01x?
