[18.2 datapack configurations loaded though openloader not working

Expected Behavior

I made a few modifications though a datapack setup I am loading though OpenLoader ( a mod that allows for global applied datapacks )

Actual Behavior

any changes that are made are not present and continue to use the default values, furthermore referring to #422, reload fails with a simular if not exact type of error

Steps to Reproduce the Problem

should be self-explanatory and hopefully should be reproducible using only this mod and openloader (along with the datapack instance provided placed in the openloader config file accordingly

NOTE: im aware the file is missing some things, but be aware that they are present and that open loader works more on a combination of custom data packs mixed into one, since I fall under this umbrella [with none of the other changes I made in the pack I put together not messing with the datafile in question] hence, only one .mcmeta is needed; you will understand when you go to put it into the data folder in the OpenLoader config [yes, this is where you put it as the documentation on it goes]

ok it might be working now, idk why but it seems like it likes to be in a separate datapack file or something within the data folder, otherwise it will not load for some reason

I had the same error but on forge 4.2.0
Pretty much the same versions. "Reload failed, keeping old data"
So my modpack was working but as soon as I added open loader the issue arrived. I am using open loader, more specifically version 12.0.1
