There's already tools like XiYang6666/WrittenBookEditor which converts text to /give commands with NBT data, however it requires cheating/op to work. There can be an item that reads a local json file containing NBT data (can be generated by tools mentioned above), if correctly renamed to path to that file, and become written book when right clicked in hand.

It's tricky because you can make books that execute commands by clicking on parts of a text. Allowing any book to be loaded like that is a problem.
I'm planning to add some commands to import/export written books, but I'm not sure about adding something like that for survival.
