Allow Camouflage Blocks to be Waterlogged

Minecraft v1.14.4
- Currently, if a Camouflage block copies a block that is waterlogged, such as stairs or slabs, the resulting block that is copied will not be waterlogged.
- Allowing this could provide more ways to create secret entrances underwater that wouldn't be obvious.
