SecurityCraft Version 1.10.1: World lag then you place more as 2 cameras on the world for the first time of a new world

Issue description
The World will lag then you place more as 2 cameras on the world and end then you exit the chunks of the cameras or then you wait more as 5 Minutes, the Area will work then normal. But only for the first time then you load a new world and place a cameras.
Steps to reproduce
- Load a world
- Place cameras
- Connect the Cameras with the Camera Monitor
- Exit the Chunks of the Camera
- Enter the Chunks of the Cameras and show the lag show. The FPS of F3 will show +60FPS but you can move 30FPS and lower
- You can only exit the area or wait 5 minutes and problem will clear.
