Server slowing down on very high and very low Y coordinates

Serene Seasons: 1.12.2-1.2.13

For regular play this is a non-issue, but when using Cubic Chunks this is a problem on very high and very low Y coordinates.

The listen server got progressively slower as you go up/down, starting around 50k blocks up, and being seriously problematic around 100k blocks up. Freezes 1 Mil blocks up, might freeze lower, I didn't test.
