Grass colour doesn't update for players playing on a server.

I'm building a modpack in minecraft 1.12.2 for a group of friends and the grass colour doesn't appear to update when on a server.
The colour remains the vanilla default when changing the season with a command and by the season changing normally. Relogging or rebooting the server does not fix this issue. However, the grass colour does change on a singleplayer world.
