In winter snow layers could be stackable and melt in spring again. It should be possible to turn the option off in config. And maybe work together with Snow! Real Magic! mod.

This has been suggested before, but we do not want to implement it. It would probably look a lot uglier than you think due to the snow not being distributed evenly, and it may cause more performance issues than snow already does.
