What's the issue you encountered?

The weather is always clear, no matter what i do and what commands i use, it just doesn't rain/snow/thunder.

edit: Not a visual bug/glitch and has nothing to do with optifine settings. The weather just doesn't change
edit 2: Ah fixed it, apparently it was optifine settings, dont know why it didnt work the 1st time
