[1.20.1] Setting doSeasonCycle to false can cause a desync with seasons.

What's the issue you encountered?
When doSeasonCycle is set to false, season updates are not sent to clients, meaning that if the server sets the season to EARLY_WINTER for example, all clients joining will see EARLY_SPRING on calenders etc, while the server is using EARLY_WINTER for temperature, weather etc.
How can the issue be reproduced?
- ) Disable doSeasonCycle in world.
- ) Set the season to something which isn't early spring.
- ) Rejoin the world.
