see title, bonemeal never depletes from inventory but does force growth during winter / in snowy biomes, using a greenhouse block above the crop or disabling the seasonal crop effects in the config causes bonemeal to act normally

The title says it does get used up, but the post says it doesn't. Is this with a crop from another mod? Because some mods don't implement their crops using Forge events properly, which can cause issues with this (And in which case, there's nothing we can do to fix it. They'd have to fix their crops on their end).

My bad I should have stated the crop was wheat, also tried carrots and potato and beetroot, all act in that fashion

Are you using AgriCraft? Or other mods that may interact with farming? Because I can't reproduce this at all.

I am using Hunger Overhaul, do you think its an interaction between that and Serene Seasons?

Yeah, that's probably what it is. The seem to override a LOT of vanilla stuff involving farming/hunger. I'd suggest making an issue on their GitHub repo, as I'm not sure if this is something we can fix or not.
