Snow melting

What's the issue you encountered?
The snow isnt melting outside of simulation range and i know why because it doesnt tick there and i get it, but the thing i dont get is why some of the ice or snow that is in my tick range isnt melting, like it stays there and i modified it to melt 100% of time in chunks in late spring and the snow was still consistently there. Please fix
How can the issue be reproduced?
Just startup and let it be.

Also, if you use DH, you can see that in unloaded chunks from the moment of winter there remains snow or, on the contrary, there is no snow
Same issue. Fabric 1.21.1 Java 21. I'm in late summer and there is still ice and snow all around me. I'm using default config.
In regards to the original issue, we use vanilla's snow melting functions, which don't use the simulation range at all. It uses its own hardcoded radius.
As for Distant Horizons, that's a completely different beast of its own, and one we almost certainly won't be able to do anything about.
I had to turn snow off for this reason. It drives me up the wall to be mid summer and have snow everywhere even with melt ticks set to the highest for each season that isn't winter.
It's a shame because it was half of the reason I had this mod was for the snowing in winter. I think it has to do with what biomes are considered "cold" biomes, i.e the river biome for some reason, which never melts snow or ice.
