make a "Cold region season" like Tropical season for biome that not snowy biome but have snowfall.(etc. taiga, old growth taiga) features are snow melting and raining instead snowfall in summer season or something like tropical biome, It would be great.

Why would this feature be useful?

To make different example between taiga biome and snowy taiga, for now if you live in taiga biome, once snowfall, it like you live in snowy taiga because that snow never melt.

Snowfall is determined by biome temperature, which changes per season, and can be adjusted in the config. Also on a related note, we plan on adding a blacklist for biomes to not receive snow in winter (For which there's already an issue open: #542)
