Expand the options for configuration to allow configuring the out of season crop behavior individually for each season, instead of globally for all seasons.

Why would this feature be useful?

This would allow modpack makers to make certain seasons harsher than others. For example only winter could use 2 (break crops) while the others could use 0 (grow slowly). I think this would be interesting as players could start out with the easy seasons and once they get better at survival they could face the harder season with stricter out of season crop behavior.
