Random Spawn of modded plants causing some minor issues (black list?)

What's the issue you encountered?
Plains biome (maybe others) spawns plants/flowers randomly.
In particular there is a rice plant from Farmers Delight that spawns with a water block on it, (waterlogged) and its flooding random areas.
How can the issue be reproduced?
