What Should Be Added or Changed?
So, as far as I can tell the way that enchantments work when you replace a tool head, the enchantment stays on the tool itself. This makes the only reasonable course of action be to make pure gold tools (since they have the highest enchantability), enchant them, and then switch the head out with the desired one. This totally removes the point of the enchantability stat.
I have a suggestion: instead of straight swapping the enchants on the replacement part and the tool being upgraded, try splitting the sum of enchantments of the two according to which has the higher enchantability. Of course the tool rod will have an impact on the enchantability of the tool, so if you're using something like a blaze rod it would cause whatever is attached to it to have a higher enchantability, and so would probably take more of the enchants.
I do still see an issue abusing this by using something like a blaze rod to enchant and swapping for an end rod to take advantage of the mining speed and durability. Perhaps switching a rod out on an enchanted tool would cause it to drop some enchants according to the difference in enchantability.
