Shields show invalid materials in JEI Gear Crafting tab

Expected Behavior

Shields to only show up with valid materials in the Gear Crafting tab of JEI.

Actual Behavior

Shields show up for any material with Armor stats, even though materials need both armor and tool stats to work for a Shield. This is most easily shown with Leather in default Silent Gear.

Steps to Reproduce the Problem

  1. Have mods installed
  2. Press U on Leather and go to Gear Crafting Tab
  3. Go to page with shield recipe, and try to replicate it in a real crafting table
