Looks like something interfering with resources loading, maybe kleeslabs as was suggested, probably just a forge bug or other mod misbehaving

When they don't load:

Also, this pops up on connect if they haven't loaded:

@Omnimetatron Searching your log for "Failed to reload data packs" is the best way to find the problem. Looks like you have a mod with a sideness issue on your server.

Have this issue in 1.15, only on server though, works fine in singleplayer.
