Expected Behavior

Breaking tall grass would damage the shears just like vanilla shears

Actual Behavior

Shears remain undamaged. Shearing sheep or breaking leaf blocks does damage shears.

Steps to Reproduce the Problem

1. Craft any pair of silent's gear shears (preferrably without Malliable)
2. Bone meal some grass
3. Break the tall grass with the shears
4. Shears remain undamaged

The bug also occurs when breaking 2-tall Botania flowers. I suspect it happens with any block that can break instantly.
