Expected Behavior

Blacklisting a gear type on a coating material should prevent the coating from being applied on that type of gear.

Actual Behavior

Blacklisting "tool" type makes the coating not applicable to anything, any other blacklist type is ignored.

Steps to Reproduce the Problem

1. Make a new coating material.
2. Blacklist tools type.
3. See it not applicable to anything (or ignoring the blacklist if tools is not in it).
