I can't make compounds with netherite and high carbon steel.

This is because netherite only serves as a coating. Materials must share a part type to be able to make alloys. So this isn't really a bug.

I had some rough plans to allow certain materials to be used like "additives" when making alloys. But I haven't gotten around to figuring out how that would work.
