Elytra breaks and you fall out of the sky

Actual Behavior

Elytra breaks and you keep flying as if it did not run out of durability.

Steps to Reproduce the Problem

1. Make a wool elytra or whatever kind you'd like
2. Grab some rockets
3. Apply the effect slow-falling 2 for easier testing
4. Go into survival
5. Fly until elytra breaks
