I can't get vanilla flowers from bonemealing grass anymore

Expected Behavior
When using bonemeal on grass block I expect a mixture of flowers with possible flax and fluff thrown in the mix.
Actual Behavior
I only get flax or fluff, depending on the biome and grass.

I made a flower/dye farm in a flower forest. Only getting flax and grass. (Using Mizuno's texture pack)
Also, I am on a server with my fam, but no edits to anything has been made on files. Don't know how to anyway.
Steps to Reproduce the Problem
- Go to Grass Block
- Use Bonemeal
- Get Flax
