Expected Behavior
Add a +1 Harvesting Tier to the Tool it is applied to/ built with.
Actual Behavior
The tool maintains existing Harvesting Tier that is given by the "highest tier" determined by the gem(s) / materials created with via the tool head.
Recommendations
Have the tool handle modify the tier of the tool head as a whole post construction (but with an appropriate check or reduction if say blaze rod used to modify an existing hammer, as such to avoid constantly upgrading with multiple gold rods to consistently increase the tool tier. I'm not sure if a simple removal check would work or a visually silent hammer base stat with a check to which rod is added, as that seems to be where the core determination of your hammer is from a visual perspective. The hammer was where I noticed this item on, I did not fully test with any other tool type.
