[1.21.1][Neoforge] Tools missing tags so they can't be enchanted

Versions
- Silent Gear: silent-gear-1.21.1-neoforge-4.0.9
- Silent Lib: silent-lib-1.21-neoforge-10.3.0
- NeoForge: 21.1.83
- Optifine Installed: No
Expected Behavior
These tools should have additional tags so they can be enchanted and perform other functions.
Most of the tags that are missing are the c:enchantables, Minecraft:enchantables, and its variants, like durability.
The tools that are lacking the most are the prospector hammer and sickle
Actual Behavior
The missing tags prevent them from being enchanted
