silent gear cannot silk touch anything even with the proper trait

Expected Behavior
tool with amethyst tip upgrade with silky trait to silk touch blocks like ores
Actual Behavior
instead of silk touching the ores, it drops as normal.

Steps to Reproduce the Problem
- apply amethyst tip upgrade to a tool
- break a block that you can silk touch like nether quartz ore
- get regular nether quarts. not the ore
