Placing arrows in a crafting grid with a repair kit of any type will return a result of that many arrows. When collecting the arrows only one is consumed from the crafting grid while providing you with the full amount you crafted.

Steps to Reproduce the Problem

Create a stack of 64 arrows.
Have a repair kit full of repair materials that can feasibly repair the arrow.
Place both in the crafting grid of a crafting table and collect the result.
When collected, you will be holding 64 arrows and have 63 arrows and the repair kit in the crafting grid.

this bug still exists, if you do the same process but instead of repair kit you use tip upgrade it ends in the same result
