[1.19.2] Bonemeal only creates grass and silent gem's roses.

Expected Behavior
Flowers to spawn/grow as normal when using bonemeal on grass blocks.
Actual Behavior
Only the roses from Silent Gems (Ruby Glowrose mostly) and grass is spawned when using bonemeal on grass blocks.
