A BulletSpeed setting lower than 4.0 causes projectiles to seemingly pass through mobs. The mobs are uninjured.

Steps to reproduce the behavior:

1. set a guns BulletSpeed to 3.0
2. fire the gun at a mob
3. observe and lament the fact that the mob takes no damage
4. ask ChrisLane to help you sort it out, as he's a prince among men

Expected behaviour
mobs get hit by the slow, but deadly, projectile
