What does the 'Penetrates' and 'PenetratingPower' floats do in the BulletType code? And is it also useable in the current release?

"Penetrates" is a boolean for if a bullet can penetrate for example a riot shield.
"PenetratingPower" is a float value where if it is higher than the shield's defence value, will pass through it.
