ShootDelay should determine the interval between bursts. Not in between each individual shot within a burst. A more specific variable (similar to NumBurstRounds) should be used to determine that instead. If this can be accomplished, it should also be possible to give weapons a firerate that is not directly dependent on the tickrate.
