No matter the configuration, import cables always take items before export cables when the two are affecting the same chest. Also, when multiple IN/EX cables of the same type are connected to the same chest from different networks, which network takes the item is decided randomly no matter the priority you assign either to the IN/EX cable nor to the link cable of the receiver chest.
