I just want to know how to install simple-voice-chat, I cannot find a tutorial anywhere. And will everyone have to be running forge in order to use voice chat?

Just install it like every other mod. You just need to forward the port(Read the wiki and the FAQ). Yes, everybody needs the exact same version of the mod.
