Minecraft 1.20.4 Fabric Edition, frames drop significantly when loaded at the same time as the MoreMcMeta mod. :(
Could you fix this problem?

SimpleHats has many animated textures, but it does nothing custom to animate them, it is all using Vanilla's animated texture rendering format.

Based on the description of that mod, it is almost certainly an issue on their side, likely when many animated textures are present.
I recommend reporting this issue to their tracker, I would have no idea where to even start fixing something like this on my end besides removing animations.
