I also tested this without resource packs on, and I still had the same issue. I am running the latest version of the Fabulously Optimized modpack and 3d Skin Layers v1.9.1.

Edit: I tested it with a different armor set, the issue occurs with all of them.

Update the mod, this has been fixed.
