Issue description

if you set end generation default to false and main island to true you will notice that the outer islands still spawn normal terrain

Steps to reproduce

1. set end generation default to false and main island to true leave the rest of the config default
2. create a new world with world type skyblock and default spawn template
3. tp to the end (/execute in minecraft:the_end run tp @p 0 100 0) and kill the dragon then ender pearl through a end gateway
4. notice the terrain is still generating

Other information

The only mods i have installed is LibX and Skyblock Builder
once you go through the end gateway a small end stone island will spawn, i assume this is normal and quite helpful so you dont die
