Issue description

Starting to get the issue w/ long startup time and watchdog stopping server bc of long startup times, but this time on our Techopolis 2 server.
We'd worked the issue out to get it into 5.1.24 for 1.20.1, so was just wondering if you're willing to backport to 1.19.2, as Techopolis 2 is on this version.

Steps to reproduce

• Have large usercache file
• Start server
