Structures don't generate correctly in overworld.

Minecraft: 1.16.4
Forge: 35.1.5
Skyblock Builder: 1.0.12

Describe the bug
Structures in overworld don't generate correctly.

How to reproduce

Set dimensions.overworld.structures to true
Create a new world
Only features generate, not real structures like villages, mansions and a few more.

Expected behavior
Structures like villages generate.
