Issue description
I have nether worldgen set to off (https://gist.github.com/Dilnu/689521ce29a194e2775335fc344f0ad1) but when I go through a nether portal I'm still seeing normal terrain generation.
Steps to reproduce
Create a new world.
Create a nether portal.
Step through the nether portal.

Hmm, this seems to be a mod interaction. I'll try to determine which mod is causing this.
